What the Collector, Water & Sewer Does  |  top of page

The Water and Sewer billing and collection Office of the Revenue Division of the Department of Finance is known as the Collector, Water & Sewer. This division under the supervision of the Finance Dept. performs all required functions respecting City utility collections, including:

  • Billing and collection of all water / sewer accounts
  • Maintains all records of billings and collections
  • Accounting for all senior citizen deductions
  • Undertakes the Annual Tax Sale

Water and sewer charges are billed semi-annually in May and November. Billing dates are due dates, that is, bills are due upon receipt. There is a grace period of 10 calendar days. If you have not received a Water and Sewer Utility Bill for charges due, please contact this office to obtain a copy:

Utility charges are ultimately the liability of the property owner.

Water and Sewer payments may be made in person 9am–5pm M–F at City Hall

or send by U.S. Mail, to:

For a receipt, payments by mail should include the ENTIRE Water & Sewer Bill with a self-addressed, stamped envelope. Otherwise, detach the appropriate stub and mail with your check, and your cancelled check will be your receipt.

The City of Burlington holds a Tax Sale, during which ALL tax, water and sewer delinquencies from the prior year are sold, and a LIEN is placed on the property. Tax Sales occur the year following delinquency (e.g. June 4, 2003 Tax Sale will sell all 2002 delinquencies).

Minimum Rate Charge up to 15,000 gallons per billing period:

$84.75

Rate Charge 15,000 to 250,000 gallons / billing period:

$5.65 per 1,000 gallons

Rate Charge over 250,000 gallons / billing period:

$6.55 per 1,000 gallons

Usage is determined by the semi-annual Water Meter Reading. Many water meters city-wide have had an automatic Meter Reader installed, otherwise the Meter Reading is estimated on the Bill.

The office of the Collector – Water & Sewer bills and collects charges. The Collector – Water and Sewer is NOT responsible for water quality, supply, or maintenance of water or sewer mains. For those and similar issues or water and sewer emergencies, you must contact either:
