Councilman, Ward 1

Appointed and sworn in on January 19, 2016 by the Common Council to represent the citizens of Ward 1 of the City of Burlington and serve as their Councilperson to complete a vacated term that expired on December 31, 2016. I was then elected to complete that full term from Jan. 1, 2017 until Dec. 31, 2017, and was re-elected in 2017 and again in 2021 to serve from Jan. 1, 2022 until my present term expires on Dec. 31, 2025. As Councilperson of Ward 1, I represent the interests of City residents of Voting Ward 1 [See Voting Wards], the area commonly referred to as New Yorkshire, Historic Yorkshire neighborhoods, and part of East Burlington.

I will be serving Burlington for 4 years, Jan. 1, 2022– Dec. 31, 2025.

Duties

Council members perform all appropriate functions with respect to City legislation, including:
  • Preparation of Municipal Budget
  • Writing and Passage of Ordinances to govern the City
  • Voicing concerns and complaints of constituents (City Ward 1 residents)
  • Serving as liaison to Council-appointed boards

Community

I chose to live in Burlington because I and my wife were attracted both by Burlington’s historic beauty and by the City’s natural advantage as a transportation hub with easy access to major roads in every direction. We put down deep roots in Burlington because of the City’s friendly residents and welcoming neighborhoods.

Education

I earned my B.A. in Liberal Arts, majoring in Anthropology at Hamilton College, Clinton, NY. As my career progressed, I completed the following degrees to increase my professional skills: an M.A. in Economics from the Graduate Faculty of the New School, New York City; a B.S. in Computer Systems Technology from Spring Garden College, Philadelphia, PA; an M.S. in Computer Science from the New Jersey Institute of Technology, Moorestown, NJ, Offsite Campus; and an M.A.S. Management degree from Embry-Riddle Aeronautical University, Federal Aviation Administration Offsite Campus, Pomona, NJ.

Employment

I worked 18 years as a Project Manager of aviation and air traffic control computer simulations as a contractor to the Federal Aviation Administration (FAA) Technical Center in Pomona, NJ. In addition to managing up to 50 technical employees, I participated in many multi-departmental and multi-governmental Air Traffic Management research teams designing and implementing large-scale, real-world simulations. Design and implementation of such simulations required working in diverse groups in a consensus process that evaluated the cost-benefit objectives of each effort. I am a veteran of the U.S. Army (Specialist 5th Class) and served in the former U.S. Panama Canal Zone.

Perspective

Since retiring, I have pursued my interest in helping others. I am a practicing acupuncturist with licenses in NJ, PA, and NY. Before COVID, I volunteered as a Certified Acupuncture Detoxification Specialist at Won Institute’s Veteran’s community acupuncture clinic in Bristol, PA. Previously, I volunteered as hospice support at Acacia Hospice at the Masonic Home of New Jersey in Burlington. I also volunteered as a Reiki practitioner as part of palliative patient care in the Chemotherapy Outpatient Clinic at the Cancer Institute of New Jersey. I graduated in 2014 with an M.S. in Acupuncture from Pacific College of Oriental Medicine at New York. I did my hospital internships at the VA Pain Management Clinic and New York University Hospital Initiative for Women with Disabilities, both in Manhattan. While a student of Traditional Chinese Medicine I served as a volunteer Reiki practitioner at a grassroots health and rehabilitation clinic for survivors of breast cancer in Manhattan. I view my position on Burlington City Council as another way of giving back to the community.
